PC's answer for 10 iv) is wrong.

That is wrong. There were three possible values of x when you substitute y=12 or y=13 in, namely x = 6, x=8/3 and x = 27/2 but we have to discard x=27/2 because that doesn't make sense.

I reckon the answer is:

8/3 <= x <= 6
