Hmm.. I have never encountered a .vip file and my best best would be going to here. But dbPowerAmp hasn't got it... it's a free sound/music converter anyways if you're interested. And has a few more useful programs
EDIT: I've researched more into .vip and found it here. It says nothing about a music file

It would help if you told us where the VIP files came from?

Looking at the website, it seems that your VIP files are simply mp3s with a different file extension. All you have to do is change the file extension to .mp3 . If you are unable to change the extension goto control panel > folder options > view and untick hide extensions for known filetypes.

PS Jpop sucks :(

Open My Documents. Now, depending on whether your OS is Win9x or WinNT, the folder options should appear in either the view menu or the tools menu. Once you can see the file extension, its just a matter of renaming the files so that they have .mp3 at the end.

If it was me I would make a new batch file "VIP2MP3.bat" and write the following:
@echo off
echo A batch file to rename all .vip into .mp3 - Press Ctrl + C to cancel
pause
ren *.vip *.mp3
echo Renaming complete
pause
Then anytime you need to rename .vip to .mp3 just run the batch file.
NB: If you're running winXP SP2 just click "Don't Block"
