THE Coalition is planning to release the discussion paper for tax reform within the next month, possibly two. It will include the terms of reference and a timeline on the formal green and white paper processes. The green paper is slated to be released next April, with plans for the white paper to be brought down sometime towards the end of next year. This timing is important because the next election is due roughly 12 months later, at the end of 2016. Time, perhaps, for the Coalition to draw significantly from the tax white paper for a policy manifesto of reform for the next election, and with that a second-term agenda philosophically worth fighting for.

It sounds good on paper, but the thing is GST is a regressive tax, it may suit the Liberal government but the lowest income earners will feel it the most.
