Parents will find a way around it. Whether they can afford it or are making sacrifices to pay for it, they will seek whatever help they can for their kids. It's too important to them.

There are IB Maths Tutors and there are IB Maths Tutors.
The issue is much more complex, parents (in particular asians and foreigners) will pay whatever advantage for the childs education - its basically ingrained in their culture. you can make new tests and all that, but after a few months they will just be rote learned for that new test and the cycle repeats
