How does the parliament being bicameral influence the passing of legislation?

Isn't a little obvious?

Having two parties (labor and the better one liberal) will ultimately mean to pass legislation you would need some cooperation of the other party ( as no party ever has 51% of the seats as minor parties usually get a few).

Therefore this effectively means legislation will take longer to pass and often will not due to a lack of support, also it will often be rewritten/edited so that other parties will vote for it.
