1. If the directive is "Assess", are you allowed to bring in other information other than the one in the question (e.g. if it says Assess the impact of the Truman Doctrine on the development of the Cold war would you be allowed to also discuss the crises, other policies etc.)

2. What do you think the minimum length for each paragraph is (if any)?

Yes you can bring in other topics relevant to the discussion.

Assess means to make a judgement. To do that you should be spending about half the essay on the given aspect of the topic and the other half on other aspects to show why the judgement you made was made.

To really look at the impact of Truman you would probably find that you would write a better response using other topics as well although not always.

As for length of paragraph - I always advise about 8 sentences.
