Say I I received two offers. I accepted one and enrolled in my units. However before uni began (prior to the census date also) I withdrew and enrolled in the other offer. Would my academic transcript reflect this change of mind permanently. The uni is usyd.

If you are talking about UAC, you only get one offer.
If you are talking about transferring degrees internally, then yes it will.
