Under the Sale of Goods Act 1896, would you define 'goods' the same as 'services', such as in relation to honouring contracts?

and Sale of Goods Act 1923 (NSW), which is from an entirely different decade.

The QLD act defines 'goods' as

[inclusive of] all chattels personal other than things in action and money, and also includes emblements and things attached to or forming part of the land which are agreed to be severed before sale or under the contract of sale;

This definition appears constant throughout each of the abovenamed statutes. If you mean the Vienna Convention one, then refer to the schedule of that act which supplies the treaty it's giving effect to.
