how do percentiles convert to bands? last year, what would 50th, 75th etc. percentiles have been as bands? or is there no way of knowing?

See Table A3 from the Report on the Scaling of the 2002 HSC.

The right-hand columns display marks at specified percentiles. The HSC mark (i.e. aligned mark) will tell you which band that percentile would have placed a student in.
