Is it possible for a person who is ranked 2nd internally to beat the 1st placed person in the final HSC mark for a subject?

Say, if the 2nd ranked individual gets 95% in their HSC exam, and the 1st gets around 85%, is that possible? Or does the mark moderation mean that the 1st person always gets the top external mark?

Yes it is entirely possible!

Yes! Also entirely possible.

Yes the 1st person will ALWAYS get the top external mark as his/her moderated assessment mark, meaning this person will receive his "bad" external exam mark (in your case, 85), and a "good" moderated assessment mark (95 - if 95 is the highest acheived by the entire cohort). He/she will end up getting 90 for the final HSC mark.
