the ways i remember effectiveness is:

INDIVIDUAL: (PAREE)
Protection of the Individual
Access to the courts
Resource
Equality
Enforceable

SOCIETY: (ROBRR)
Resources
Opportunities for enforcement, appeal and review
Balance of individual/community rights and values
Reflection of community standards and expectations
Reform (law)

Not that there's anything WRONG with that...

This is probably says more about my shool than Effectiveness:

SOCIETY -

A - ppeals
R - ights: invidiual and community
S - tandards
E - Efficiency

INDIVIDUAL -

R - esource efficiency
E - quality
E - nforceability
P - rotection of rights
A - ccessibility

melsc, this is evaluating the effectiveness in general
of anything
i have only learnt the first one
not society. only the individual
i reckon my RAPEE or the PAREE method of remembering that is the best
INDIVIDUAL: (PAREE)
Protection of the Individual
Access to the courts
Resource
Equality
Enforceable

or

Resource efficency
Accessibility
Protection of the individual
Equality
Enforcablity

for society, we havent learnt that yet.
however i like ARSE byGavrillo-
i should learn that one!
A - ppeals
R - ights: invidiual and community
S - tandards
E - Efficiency
