Has anyone received accommodation offer from UNSW Kensington colleges for 2018?

Why is $1000 needed to secure the UNSW accommodation at the Kensington Colleges? The ATAR hasn't been released and offers have not been made. $1000 is non-refundable if you withdraw from a course offer with UNSW. Isn't this pretty steep?
