1. What tense are speeches usually written in ? Past or present, or can you variate between the two?
2. How would you format it

Thanks hahah i just went mind blank on speeches, do you know if we can write in both present and past tense? If the person speaking in first person is telling a story?

Yeah, you can write in both present and past depending on what you're talking about. For example, you can say "I stand before you today...." (present) and you can also say "When I was a young child...".

In terms of format, it's pretty simple, like any text you write - intro, body sections, conclusion. I think the difference, if you are asking between say essay vs speech, is the language used.
