I guess it is. I'm pretty sure the HSC format is very similar for both of the papers, however Continuers is mainly geared towards those who had about 100 hours of french lessons before starting year 11, e.g. doing it as an elective in year 9&10. Beginners starts from scratch at first, however it picks up pretty fast.
