How does your school rank affect your ATAR?

It doesn't.

School rank has no affect on your ATAR whatsoever. The way it is ranked is not the best as it is based on the percentage of band 6's (for total exams sat). So one band 6 is considered better than 50 band 5's. The rankings from previous years have no affect on the rankings for this year.
The rankings aren't even done by BoS, so BoS does not take into account your schools 'rank'.
does anyone have a complete list of 2012 school ranking like up to 400s???
No, the rank itself (which is published by SMH/other newspapers based purely on % of DA and has nothing to do with BOS) is not involved in the actual process of calculating your ATAR at all. However the strength of your cohort relative to the state (depending on their performance in the external exams) may influence your internal moderated marks but it shouldn't really affect you that much in terms of overall ATAR in the end.

School ranking has NO impact on your ATAR, but the strength of your cohort does. It is important to remember the school rankings are NOT official. Also, they are based on the % of DA's which isnt always an accurate way of rankings schools on academic performance.

Ah then why do people ask for school ranks when they are asked to give an ATAR estimate?
HSC 2012: Advanced English, Extension 1 Maths, Chemistry, Biology & Hospitality
Its used to put your rankings into perspective and give a general idea of the strength of a persons cohort (obviously a person coming first in Extension 1 maths at James Ruse is probably going to state rank in the subject, whereas a person coming first in this subject at a school ranked 400th in the state will probably only get a band 5.)

It's basically so that they can have a better indication of your position relative to the state. Like what enoilgam said, a cohort of James Ruse is significantly different to one of say, a school ranked in the hundreds. By no means it's perfect (especially when you are ranked first in everything, your ATAR can be anything really), but taking into account of school ranks can generally give a more reliable estimate.

Yes, does anybody have a complete list of school rankings down to the 400s, FOR 2011
No, although this site collates and ranks schools by DAs in maths and english for 2011:

School rankings are completely unofficial and are calculated AFTER a cohort's results are released. It has absolutely no bearing on the calculation of your marks.
