I had a friend who is currently doing what it seems like you want to do.
She had a hard time choosing between UNSW and UTS for architecture, but eventually chose at Architectural Studies UNSW. (http://www.handbook.unsw.edu.au/unde...2012/3261.html)
Personally, I'd go to the open days and see which Uni offers you most what you seek.
does that allow you be a fully qualified architect, or does it just study architecture and its history
If you bothered to read the page i linked you to, you would notice it says thatThis will, more than likely, be standard at any university in Australia, as you need the masters degree to complete the exams.It also prepares students to undertake the Master of Architecture Program, a two year accredited degree required by students intending to undertake the professional examinations within their state or territory in order to become registered Architects.

It's hard to say what's " best " How do you judge ? What's the criteria? Isn't that a little like judging a beauty contest ?
Best it to examine all the universities offering Architecture and check it out for your self
USyd. The architecture faculty thingy is quite good.
