i've heard its only binding on UN members but is it restricted to UN members only?

International customary law is considered 'soft law,' so it's not 'binding' to the same degree that a, for example, statute law would be. You might have heard the whole restriction-related thing because international law isn't necessarily a primary source of law until a country ratifies and enacts the terms of the treaty or convention etc.
