Depending what your ATAR is will depend on the transfer process, if your ATAR is LOWER than what you want to transfer into then you will want them to look at your GPA. If your ATAR is high enough then it's possible that you can transfer mid-year assuming they are taking mid-year applicants for the degree you are trying to enroll in.
To transfer based on GPA you will need to have a credit average (5) and more than likely you will need to do the engineering degree for at least a year. I haven't heard of anyone being able to transfer based on GPA just after a semester unless they got all HDs or something crazy.
You apply as you do normally though UAC and they are able to obtain all your results from your current uni assuming you put it in right during the application process.
