For example a student is coming dead last in every subject but performs really well in the HSC, what would an estimated ATAR be?

Too difficult to estimate due to unforeseeable variables.

If they're last, they'll get the lowest external as their internal. Some kid could get 10%

The situation is very improbable. I can see kids significantly improving from internals to externals (a band, and in some cases, two), but going from last to 'really well' (which you haven't defined) won't happen.

This pretty much, the scenario is way to vague to offer any definitive answer. Generally speaking, the person will be handicapped by their bottom ranking, but they can boost their ATAR a fair bit with a strong external performance. Realistically, it's unlikely that a person coming last is going to suddenly wake up after bludging and/or doing poorly for an entire year and turn things around on the HSC. Turnarounds are possible from a technical standpoint, but from a realistic perspective, the chances are fairly remote.

The chances are very low because HSC courses are designed to be very thorough and are not supposed to be studied in less than one year if you want a band 6.
