I thought it was because the ATAR is a percentile system, you couldn't possibly get 100 otherwise that basically means that you are better than everyone else AND yourself

that was my understanding also... and it only goes to 99.95 because of rounding
unless you are able to get ATARs that don't end in either .00 or .05 , and according to the data above (admittedly a small sample size), you can't.

The maximum possible ATAR you can get is 99.95 by design. Its previous iteration (the UAI) did have a maximum of 100.00, see

because you can't be in the top 0%, as that is statistically impossible, which would be 100. Since ATAR increases by increments of 0.05, 99.95 is the highest ATAR. 70 ATAR means you are higher than 70% of your cohort.
