We don't know the cutoffs yet; those ones you see are for 2012, not 2013 (which is the one you need to refer to).
They could increase, decrease, stay the same; but if you don't get in, make sure you have a back up course/degree which you decently like.

They can't be determined yet as there is still time for students to change their preferences before the first round offers are made.
When those offers are made the unis will have determined the cut-offs for this year - the cut-off will be the lowest ATAR accepted into the course and that can't be determined until after all applications are in and processed.
