Yeah, If this were in a test, I would put "Not enough information". It is a test to ensure that people can ensure that they know if the problems are practical and tricks people into spending a lot of time with a question that cannot be solved. If a number of cases were given after the 8 weeks of continuation you could model with simultaneous equations using x for curve one and y for curve two and multiply it by the weeks or divide it by the rates like how it says 1/2 of the first-rate.

It does get people anxious.

It's like one of those questions like "Kevin had 2 apples, find the number of sand grains on Bondi Beach".

Yeah I thought not enough information or information not clear I am looking for a possible solution by one who thinks he may know what the question is asking. Thanks velocifire for some tips but I’m not sure I understand if or how it will work out
