It's like this, take criminal law for example - Statutes (mainly) regulate behavior in society and courts act as a medium for dispute resolution when someone is accused of breaching a law. Putting this into the context of workplace laws, dispute resolution mechanism are things such as courts, tribunals etc. Whereas regulating workplace arrangements would rely on awards, statutes, unions (non-legal) etc.
