Okay legal measures are things that are done by the law.
I'm not sure which unit you are doing eg family, crime etc. so I can not specifically tell you the legal measures but general legal measures are like;

- courts eg. the family court.
-sanctions.
-Legislation.
-police etc.

So this question is asking how the these things eg legislation are effective in achieving justice.

When you look at the effectiveness of the law you must look at certain criteria such as;

-enforceability
-equality
- resource efficiency
-accessibility
-protection and recognition of individual rights.

And you must discuss both how it is and how it and how it isn't effective.

So lets say we use the legal measure of; legislation.

How is legislation effective in achieving justice for individuals and society?

Legislation is effective in achieving justice for society in that it allows equality. Laws such as the family law act ensure that individuals are treated equally. In individuals being treated equally justice prevails.

Yep, these also contribute to legal measures in achieving justice:

laws -achieving justice for the individuals
administrative bodies - achieving justice for the society and individuals
international treaties/conventions - achieving justice for the nation-state
