the old school aprroach said that people weren't healthy because they didn't know how to be and didn't know the effects of some behaviours. It relied on educating people on how and the effects but not considering why they are/ are not practicing these behaviours. led o victim blaming.
whereas the new school approach based very much on the ottawa charter, says that it is not just the individuals responsibility to become healthy but also the community's, health professionals etc... respsibility.
