For example, if a person Ranked last in all their subjects, (considering they did not go to a top 200 skool), but passed most of their subjects (between 50-60) and failed one or 2 wat would their highest UAI be if they aced the externals (80-90)

i dont really get what youre trying to say.
let me get this right....student a comes last in everything they do. passed their subjects with regards to their assessment or overall hsc mark for that particular subject?
and then you say aced the externals? wow thats a bit hard to predict since youve got to factor in variables such as how good/poor the rest of the class go.
youre looking into way too much in this dude.
