No conspiracy...the MS website is one of the few websites out there that completely work only for IE. eg, windowsupdate.

It is an underhanded way certainly to make people use a proprietory browser, illegal I doubt.

Not really. If I make a website that is not compatible with Firefox, it's not illegal.
