but qv=Ke is somewhat mentioned in the textbooks in this topic, for the frequency(hz) vs Ke (which uses electron volts, or qv)

Not quite right but basically correct.
qV is the work done on the charge by the electrical field.
Assuming all the energy is converted to KE and none is converted to anything else, then the gain in KE will be equal to the work done.
As the velocity is zero to start, then the gain in KE is equal to the final KE.
This is a specific case not a general case.
