i got asked to do a precis on a chapter of a book, so is that just summarisin the main points of the handout? if it is why is it worth 15%

A précis is a very concise summary or an abridgement of content. So my interpretation is that you are supposed to find the arguments and information produced within the chapter and recreate them in an abridged form that presents these items in such a manner that as little information as possible is lost in the process.

I also advise you to check your assessment outline as this should inform you of what you need to do and what qualities are important to display in this task.
