Ok since the person ranked 1st internally gets the highest external mark, what would a person ranked 2nd internally get as their external? Do they get the 2nd highest external mark?

In School A, Fred was ranked 2nd so he gets the 2nd highest HSC mark in the school as his assessment task and everyone's HSC mark stays the same. Does this mean a person ranked 3rd gets the 3rd highest mark as their assessment mark?

So basically internal marks mean nothing, and its only the internal rank and external exam mark that counts?

Also, if person ranked 2nd gets highest HSC mark and person ranked 1st gets 2nd highest, does it mean that both students will always get the same overall mark?
