Absolutely. CompSci will be hard but so much more rewarding, both academically and with regards to jobs. Eng + CS is one of best degree combos out there

There are only so many rules they can bring up imo, so just write down how to solve every category of question and eventually you'll be able to pick up on the patterns more easily.

To do what? Best by what metric? Pick what you want to do as a job. CS is bloody hard, and if you don't have a passion for it, you'll fail and fail again. Likewise for Law.
