You are correct in stating that the raw examination marks and raw internal school assessment marks must be whole numbers - but these marks aren't the ones reported to students.
Fractional marks can be introduced into the reported marks in two ways:

It's not too late to have this checked - any problem would have arisen from the calculation of the moderated assessment marks for your class, which would still be on file.
I strongly suggest that you investigate this ASAP. Such a huge discrepancy could have a very noticeable impact on your UAI.
In most cases, yes - but the reported marks are rounded to the nearest integer, so if your actual mark was only 49.5 or even 49.9, you wouldn't have obtained a perfect raw mark.

Once all of your assessment tasks have been completed (i.e. internal rankings have been finalised), you can maximise both your final assessment and examination marks by helping everyone in your class (and not just yourself) do well in the HSC exam.

The legal costs would (roughly) be:
$30 initial application fee (BOS)
$40 internal review fee (BOS)
$55 external review fee (ADT)
= $125
But once that was done, if successful, any student would be able to obtain their marks with just the initial fee of $30.
You will only receive an aligned examination mark of 100 if you obtain a raw mark of 100% in the exam.
Being ranked first in the state (or being the only student in the course) does not automatically grant you a mark of 100.
