i think it is like what you get in your external is half of your HSC mark. The other half is from the moderated mark that you get due to your rank in your school. It doesnt mean you've failed. Depending on how smart the guys in your economics class, they can scale your internal moderated mark...

school rank was 150's last year but 60 in 2007, but i assure you it will be well above 120's this year.

so the assessment marks don't matter, while the ranks do, which is used to find the respective HSC mark so that becomes your assessment mark combined with your real HSC mark.
