Is it true that usyd only accepts 10 students per year for the advanced mathematics degree? If so, does UNSW have any restrictions like this?

The rankings in the newspaper for top 10 or 20 in each subject, what are they based on? raw exam mark? scaled exam mark? overall mark ? or what ? Friend of mine got 100 as his overall mark for maths ext1 but still wasn't listed in top 10?
