I have seen a zillion mod c's written, hilariously about being a refugee of the Vietnam War, none of which are written by Vietnamese people. Is this common? I personally am deeply uncomfortable with something like this.

That depends on what OP wants to do. If he's going for med, sure, aim for the top. If they are doing anything else there's not that much point since an ATAR of somewhere around 95 is sufficient for every other degree.
