    Actually, ratifying a treaty means basically the county's rep says "We will abide by this treaty." This does not grant it automatic domestic legal status in any country. The enaction of a treaty is 100% separate from its ratification.

    Now, I may be wrong, but I though water was only excluded if there was excessive amounts, like in a swimming pool. I'm pretty sure you count it if it's like a cup of saturated NaCl sol'n, cos more dissolved if you add more water.

    Just say that a primary standard should be made with a compound which doesn't react with ambient|airbourne moisture eg. Sodium carbonate or sodium hydrogen carbonate

    Please note that distilled water will have a pH of 7.0 at any temp and pressure. It does not change pH until there are impurities in it.
