Can I do Human Resources Management thru Arts? Will it take 3 years for full time?

It's one of the specialisations listed at the bottom, so I assume so, yes.

The Handbook lists HR Management as a major- have a poke around and see what you can find.

Yes, you definitely can.

Make sure you do the 2 core subjects during your 1st year.

If I remember correctly, the 2 core subjects are "Management of Organizations" & "Industrial Relations".
