Access schemes allow you to enter a course with a UAI below the cut-off (sometimes by adding a few points to your UAI). Each university has their own access schemes and you should look at the university's website for more information. Some require you to apply directly to the university, others require you to apply through the UAC.

A successful illness/misadventure claim will result in your moderated assessment mark being used in place of your exam mark for a particular course. You need to prove that your exam performance was adversely affected by factors outside your control etc. See the BOS site for more info.

The two avenues are separate and are not mutually exclusive.

They would need to have informed an exam supervisor during the exam and to have obtained relevant medical certificates. The supervisor would write a report for the BOS on the legitimacy of the claim.
