Mildly contractionary..
Although the recent discretionary decisions such as spending $10.4bn of the projected $21.7bn surplus changes everything. Not to mention tax revenue will decrease significantly because of agg. dem. is really gonna slow. Therefore the final fiscal outcome may be expansionary.
I really hope this is correct as the exam is in an hour and a bit!
