Instead of burning cd to cd, is it possible to just copy the files to the hard drive and then from the hard drive back to an empty cd instead of burning directly cd-to-cd or making an image?

This is taken in the sense of a Language compiler program that require several cds for the whole program.

It would depend on the CD. Say for a music CD, then obviously not directly drag and dropping. For a data CD that should be fine assuming its a normal data CD. You won't get a bootable CD if you do that to a bootable data CD. It should be fine in VCDs/SVCDs/DVDs.

Please be more specific.

Set of CD/Writing tools:

Nero 6 - burning cd's, creating images
WinISO - making ISO images from scratch or direct from CD
DaeMon Tools / Phantom CD - reading images, creating virtual CD drives.
CloneCD - copying cd-cd, creating images, etc.

A combo of these programs should get where you want.

I use clone CD and its great (DVD version avaliable as well).
Unfortunately, they dont make it any more due to privacy/copyright issues - BUT you can still find and download it if u look hard enough! :)
Nero6 isnt bad either - ive got it and use it when burning ISOs.

In the event that it was visual studio, wouldn't copying it be breaking the law, and as such, isn't that advice which you, upstanding netizen that you are, shouldn't be giving out?
