What is the best way to structure an essay for this question?: Assess the effectiveness of the League of Nations to the maintenance of peace in Europe to 1939.

What should the topic of each body paragraph be based on? Is it better to talk make each paragraph about their weaknesses (USA didn't join, they didn't have a military army etc) or should I make each paragraph about their specific failures in Abyssinia and the Spanish Civil War?

You don't need to write about only the LON. The four points under European tensions (the dictatorships, appeasement, LON, Nazi-Soviet Pact) are all interdependent to an extent, you can write about how the LON led to/allowed the Nazi Soviet pacts, Dictatorships of Hitler (Czechoslovakia) etc.

However, this requires a careful synthesis linking back to the LON.

Definitely write about Membership, Internationalism, Abyssinia and Czechoslovakia, Manchukuo, Lytton Commission, Suez and Italy, 1923 Draft Treaty of Mutual Assistance and the 1924 Geneva Protocol, LON Sanctions against Italy - and the failure of Austria, Albania, Switzerland and Hungary to endorse sanctions.

For the judgement, it may be helpful to recognise the early success of the LON in Yugoslavia, Sweden, Greece & Bulgaria. It makes an easy intro; Despite the early success of the League...

As for the topic of each paragraph, I'd approach it in a linear timeline, beginning with establishment, membership and intentions, early successes, Geneva protocols and Mutual assistance - these show early tensions and questionable strengths of the league.

Then you can get into Manchuria in 1931, and then Abyssinia and Spain in 1935.
