I don't think you'll find *programs* for disc cleaners. Are you looking to clean the surface of discs? If so, there's certain sprays that purport to cleaning the surface...I can't vouch for their effectiveness as I've never used them (look after your CD/DVDs!).
There is software, however, that can brutually extract the image of the CD (aggressive re-reads etc in an attempt to recover bit errors). It doesn't work all the time but can work...typically it's only for video CD/DVDs though as some bit errors won't affect the CD/DVD as a whole. Applications are an entirely different basket of problems.
