If its dusty, clean it since a build up of dust can cause imbalance between the blades, and cut through air with more noise. If all else fails, best option is buy buy a new and better one

Depending upon your motherboard. There should be a program from them that allows you to control your fan speed. For instance, i'm with AOpen and they made SilentTek which is compatible to my mobo and can be set to any speed you want. Obviously if you set it slower, you get less efficient airflow but quiter.

One made 10 years ago wouldn't have one. One made last week probably would. Without knowing what motherboard you have, you can just go to the Gigabyte website and look up your motherboard's specs.
