Because it's meant to be a regional grants scheme, not a means of dishing out the pork.

I know that it is a case of grants following on from submissions, but such figures do make you wonder.

Well you won't really have many regional councils applying for money for a swimming pool if the roads to get there aren't really driveable on or there isn't any access to medical services.

Edit: Yes I understand that these are councils/state responsibilities, but the idea that a regional council wont apply for a skate park when other things need the money more urgently still stands.
