it seems a search of google on the key words 'general counsel' comes up with in-house counsels of various entities. in-house counsels are those who work within an organisation and deal with its legal issues (as opposed to an organisation outsourcing for legal advice).
for example, the Office of General Counsel at the University of Sydney has this to say on its 'Our role' webpage:
