433mhz is crap
It sure is..
I believe cs's minimum sys req is an 800MHz machine with 256MB ram
At 433MHz I'd say you'll be able to hold around 6-8 ppl without lag

No. That's highly unlikely. However you don't seem to have specified what you mean by "host". Is this computer going to be the dedicated server for the Counter-Strike game? Is it going to also act as an Internet Gateway for the LAN?

as MedNez said.. heres a few things that will slow down your server:
1. Internet Gateway
2. Playing the game on the same computer that is hosting the game
3. Lots of other processes running in the background

You'll probally wanna increase your ram to 256mb.. and then it *might* be good to host 5 or 6 connections.
If your nerdy enough - consider running a linux server, it will take a bit of learnign to set up if your not familular with it.. but it will probally be good in the long run.

Just as a comparison.. my personal linux server that i take to LANs has a 400mhz processor with 386MB ram.. and when running a dedicated server for ut2003 the lowest ping we got was about 45 - that was with about 5 clients. - I'm getting a 1ghz processor soon which should be a fair bit better!
