Say If I'm going to do a Bachelor of Business and Commerce and I have a friend who is going to do the same thing but we major in different areas, as first year uni students, what are the chances that we will be in the same tutorials and lectures? How are the tutorials/lectures allocated?

I'm not sure if it's the same at UWS, but usually you have to do a set of core subjects in your first year. It is only in second and third where you begin to focus on your major. So if you choose the same subjects, you should be in the same lecture.

With lecture's, you should just be able to show up to whichever one for your subject fits best in your timetable. Tutorials, you'll have to enroll in. It's less likely you'll be in the same tutorial, unless you discuss it between you which one you'll go for.

Try and plan similar timetables and choose what tutorials you want in advance, then make sure you both log onto Platform Web as soon as it opens to choose those times.
