How to solve a dispute ? (1 Viewer)

Hi everyone,

Can any of you help me find a solution for the following dispute:

There is state X and state Y. State x has put taxes for airplanes passing through it, as a result of air pollution, and it has a reservation in a certain convention stating that it does accept a treaty only in the case when all other parties accept it.

State Y wants to complain for those taxes. State Y is part of Connally reservation which states that only state Y can determine the nature of domestic matters (like the US).

How would you recommend the state Y to resolve this dispute ?

that was a fucking confusing way to say it, but if you're talking about domestically then Federal governments tend to override state governments.

If its internationally then basically the airline has gotta abide by the laws of whatever country its flying through, or it won't be allowed to
