how should i structure it, should i write the development of Persepolis that xerxes had a influence on

What were his successes - and yes Persepolis is a success for him

What were his failures

Then make a judgement - overall was he a success or a failure and back it up - shouldn't matter whether you argue he was or he wasn't so long as you are able to support your argument with evidence.
