i was just wondering if its possible to get that mark and what kind of ranking would that be

Yes. You would need to be first in school (unless you go to Ruse pretty much). And that would be a definite state rank

around the top 5 people in the state get 98 aligned, with the highest mark last year being 98.

It is almost always a state rank - occasionally, extreme years where 98 is NOT a state rank (I believe, 2008) but otherwise, if you get 98, expect a state rank.
